The series consists of typescript copies of monthly meeting minutes of the Board of Visitors of the Syracuse State School, submitted by the secretary of the board. Records document meetings that occurred during the period January 1928 - June 1972. Contents typically reflect presentations to the board by various school departments and special committees, often about such topics as progress on remodeling or building projects, the status of newly acquired residences, and reports on various school programs.
There are no copies of director's reports, annual reports, or related chronologies that may have been submitted to the board separately. Penciled additions or corrections appear on minutes in the first volume. There are about one dozen letters (of congratulation, condolence, etc.) and resolutions of the board (some signed by members) scattered in the first two volumes.
