In February 1993, Governor Mario Cuomo authorized the formation of a Moreland Act Commission to investigate the "extent of corruption" in the New York State Police after it was revealed that members of State Police Troop C had fabricated evidence in a number of cases, dating from 1984 to 1992. In addition, a separate investigation found that a member of State Police Troop F had fabricated fingerprint evidence in at least two separate cases in 1991 and 1992.

The commission's final report was submitted to Governor George Pataki by Nelson E. Roth, deputy attorney general (special prosecutor), New York State Department of Law.
