Scope and Content Note

Records in this series document the monitoring and oversight of expenditures for construction and other projects undertaken by state agencies. Specifically, this series examines the fiscal and budgetary impact of major capital projects. Records include capital budget requests, capital plans, project approvals, financing and bond documents, debt reports, repayment agreements, and capital certificates of approval.

Also included are records relating to the New York State Department of Transportation's Industrial Access Program (IAP). The IAP works with economic development projects throughout the state where transportation access poses a problem or where improved access can render a project more viable. Municipalities, government agencies, and others may apply to the program. Project proposals are received by the Department of Transportation and reviewed and monitored by the Division of the Budget. Proposals are also reviewed by the Office of the Attorney General. All projects are subject to review under the State Environmental Quality Review Act.
