Scope and Content Note

The series consists of minutes of meetings of the Legislative Commission on Expenditure Review (LCER) which was established to determine whether state agencies and departments efficiently and effectively implement their programs in line with legislative intent and authorization. The records document commission planning, progress, and results in studying state agency programs and expenditures and evaluating specific program achievements through program-wide audits.

The records include original minutes along with copies of related support documents, particularly proposals for future audits. Information found in the files includes: place and time of meeting, names of those attending (with some signed attendance sheets), and (sometimes) copy of proposed meeting agenda; brief remarks on progress of audits released, drafted, or pending since the previous meeting; summaries of proposals to conduct feasibility studies and discussion of topics for future commission projects (including approval or disapproval as audits); copies of formal proposals and feasibility studies; and discussion of legislation impacting the commission's work, including copies of draft bills and accompanying memoranda.
