Scope and Content Note

The series consists of bill files and "chapter files" (for bills which have passed both houses of the legislature and been signed into law by the governor) on legislation referred to the Assembly Standing Committee on Governmental Operations. Included in the files are printed copies of bills, committee reports and memoranda, notes, bill summaries, reports on the impact of legislation, a very small amount of public hearing testimony, and very occasionally news clippings and background materials on a particular issue.

Committee reports contain the name of introducer, bill/resolution number, and action. The committee bill memorandum is typically the most comprehensive document in the bill file, providing the name of committee; bill numbers and sponsors (in the senate and assembly); origin of the bill; sections of law affected; subject and purpose; summary and description of provisions; effective date; legislative history; arguments in support and opposition; and the fiscal implications of the legislation.

For the legislative sessions covered by these records the chair of the committee was Melvin Zimmer, and the majority of bills considered by the committee were sponsored by Assemblyman Zimmer or other members of the committee.
