Scope and Content Note

These files were compiled by the Senate Committee on Conservation and Recreation under the chairmanship of Bernard C. Smith. Smith was heralded in the 1977 New York Red Book as one of the State's principal architects of major legislation in the areas of environmental protection, conservation, and recreation. In particular, he was a dedicated advocate of the Adirondack Park and played a major role in the creation of the Adirondack Park Agency. The legislation and supporting memoranda in these files pertain to virtually all aspects of environmental law in New York State, including land, air, and water resource management and protection; wildlife conservation; and regulation and enhancement of outdoor recreation.
