Scope and Content Note

This series documents both public hearings held by the Empire Blue Cross/Blue Shield Panel and panel participation in hearings held by other government agencies. Public hearings were held in order to give the general public and other interested parties the opportunity to provide input on Empire Blue Cross/Blue Shield's operations. The series consists of summaries of testimony given by presenting panelists at public hearings and by participants in agency hearings. Correspondence, agendas, lists of participants, background materials, and supporting documents related to the hearings are included. he series also includes memoranda and quarterly briefings prepared for panel members by panel staff. The briefings include statistical data and reports regarding Blue Cross/Blue Shield's finances and enrollment, as well as the status of the corporation's proposed conversion from a not-for-profit to a for-profit organization.
