Scope and Content Note

This series consists of original applications, along with some related correspondence and memoranda, submitted to the Public Authorities Control Board (PACB) by public authorities for approval of project financing. The PACB regulates financing, bonding, property acquisition, and construction projects of major public authorities and also provides financing for most of them. Records request the board's approval pursuant to Laws of 1976, Chapter 38, and the Public Authorities Law, Section 51.

Applications typically include transmittal letters, background information, and project proposals. Occasionally copies of site maps and authorizations or resolutions by boards of directors or officials affiliated with project applicants are included. Some applications contain extensive support exhibits, especially tabulation charts showing occupancy rates, debt service schedules, and various cost-benefit analyses. Correspondence generally requests PACB consideration at special meetings or explains problems or compliance with elements of the application (e.g. meeting the PACB's "times savings tests" on interest rates). Preliminary official statements, copies of lease/sublease agreements, or other memoranda may also be present.

16146-92: This accretion covers applications for 1989 and documents such public authorities as the Dormitory Authority, the Job Development Authority, and also the Urban Development Corporation (regarding South Mall financing). Many applicants request that the PACB approve and authorize bonds or other transactions contemplated in connection with insuring funding or financing projects.

16146-96: This accretion contains only applications dated January 1993 through March 1993.

16146-96A: This accretion consists of applications dated April - September 1993, for Board approval of construction, land or property acquisitions, and bonding projects and usually includes project descriptions, financial plans, financing and lease agreements.

16146-97: This accretion contains applications dated October through December 1993 from the Battery Park City Authority; Dormitory Authority; Energy Research and Development Authority; Environmental Facilities Corporation; Housing Finance Agency; Job Development Authority; Medical Care Facilities Finance Agency; and the Urban Development Corporation.

16146-99: This accretion consists solely of Tax Equity and Fiscal Responsibility Act [TEFRA] requests for the period 1990-1992.
