Scope and Content Note

The series consists of records relating to major and minor construction, repair, or improvement projects at various state facilities for which agencies have requested funding. The Division of the Budget analyzes and reviews agency appropriations requests and coordinates state agency expenditures. Files may include correspondence, memoranda, reports, plans, agreements, copies of contracts, and contractors' applications for payment.

The records document the construction, reconstruction, rehabilitation, and land acquisition involved in the projects; destruction or sale of obsolete facilities; and sale of land. Files on major projects contain policy-level correspondence, and information on planning for and funding the projects.

16521-92: The majority of records in this accretion pertain to projects located at Albany's South Mall (now Empire State Plaza), the State University of New York system (dormitories, student unions, etc.), and several state agencies at the State Campus site (now Averell Harriman Office Building Campus). The accretion also includes records dating from the post-World War II (ca. 1945) period on public works highway projects.

16521-94: This accretion consists of computer generated projected appropriations and disbursements and appropriations analyses. The projected appropriations and disbursement records typically consist of year, name of agency, fund type, fund, account, description of project, starting and completion date, estimated cost, and estimated costs for future years. The appropriations analyses show year, name of agency, appropriation, expenditures year-to-date, life expenditures, unexpended balance, outstanding encumbrances, unemcumbered balance, and description of project.

16521-98: This accretion documents improvement projects to facilities of the Office of Mental Hygiene. Types of facilities affected by the proposed projects are hospitals, state schools, psychiatric centers, mental retardation facilities, halfway houses, medical buildings, and other administrative and non-treatment facilities such as bakeries and distribution centers.

Types of projects and expenses include fire protection; routine building maintenance; painting; building demolition; power generation and purchase; flood damage repair; moving expenses; and installation or improvements to air-conditioning, power plants, air pollution controls, heating tunnels, religious chapel facilities, and medical units.

Types of documents include construction and renovation cost projections; analysis by Division of the Budget; reports on policy questions; building surveys; blueprints; and correspondence. Types of correspondence from Facilities Development Corporation includes authorizations of issuance of certificates of approval of availability of funds, certificates of approval by FDC of availability of funds, and requests from Office of Mental Hygiene to Division of the Budget for allocation of funds.

16521-99: This accretion covers construction projects in facilities statewide. The bulk of the records date from 1971-1972. Particularly well represented are Mental Hygiene institutions (state schools, rehabilitation centers, etc.); state authorities; correctional services facilities; and a host of Executive Department agencies.

16521-19: This accretion contains records pertaining to various projects at campuses of colleges and universities within the State University of New York (laboratories, president's residences, student unions, etc.). Also included are records (primarily supplemental agreements) from the State University Construction Fund. The records in this accretion date from 1965-1982.
