This series consists of correspondence and memoranda commenting and interpreting Environmental Conservation Law (ECL) and
other state and federal laws and regulations. Interpretations commonly contain analysis of the legal language used, a discussion
of the effect of the statute or regulation on the Department of Environmental Conservation and the public, and occasionally
legislative bills and memoranda in support of the bills, and cover memos for declaratory rulings. Series may contain restricted
