Administrative History

The New York State Heritage Areas system was initially established in 1977 as the New York State Urban Cultural Parks System pursuant to Chapter 727 of the Laws of 1977, codified as Title G (Articles 31-35) of the Parks, Recreation, and Historic Preservation Law. The legislation mandated the establishment of management plans for each state heritage area. In 1982, statutory revisions to the Parks, Recreation, and Historic Preservation Law spelled out the specific requirements for Management Plans for Heritage Areas in Section 35.05. These detailed and thorough management plans were prepared at the local level for each existing and proposed heritage area.
