The Conservation Commission was authorized to purchase forest lands in state parks by Chapter 569 of the Laws of 1916, which provided for the insurance of $10,000,000 in bonds "for the acquisition of lands for State park purposes." Actual funds were allocated under Chapter 146 of the Laws of 1917, which provided $2,500,000 raised through the sale of bonds, "to acquire lands for state park purposes within the forest preserve counties."
