According to the 1864 annual report of the Bureau of Military Statistics, these two volumes were donated to the bureau by Hiram Perry, a member of the Committee's finance committee, in 1864. Volume one contains the letter of transmittal from Perry to Lockwood L. Doty, the bureau's first chief.
