Administrative History

The Military Board was created by Chapter 277 of the Laws of 1861. In addition to the Comptroller, it consisted of the Governor, Lieutenant Governor, Secretary of State, Attorney General, State Engineer and Surveyor, and State Treasurer. The board was responsible for the initial enrollment and mustering of troops as well as directing the expenditure of funds necessary to supply and equip them. Funds could not be expended unless warranted by the Comptroller.
