Administrative History

A 1951-1953 investigation undertaken by the New York Crime Commission with the assistance of the New Jersey Law Enforcement Council uncovered pervasive corruption, extortion, racketeering, and organized criminal activity on the waterfront of New York Harbor. The State of New York and the State of New Jersey responded by establishing (N.Y. L. 1953, Ch. 882; N.J. L. 1953, Ch. 202), with the consent of the federal government (P.L. 83-252), the Waterfront Commission of New York Harbor. The commission is responsible for investigating and combating criminal activity and ensuring fair hiring and employment practices on the docks. It registers and licenses individuals seeking to work on marine terminals, operates employment information centers, and investigates suspected criminal conduct.
