The film reels had mailing labels that included the name "Harry E. Crouch." Mr. Crouch was active in the Department of Agriculture and Markets from approximately 1917 to 1942, filling a variety of positions within the agency. In 1941 he was listed as the Senior Assistant in Marketing at the Bureau of Markets.
The films were in the possession of a former employee, Robert Wilcox.
