Administrative History

As Governor Harriman's industrial commissioner, Dr. Isador Lubin was the administrative head of the New York State Department of Labor. He was charged with enforcing state labor laws and the rules and regulations of the department as set forth in the Industrial Code, and assisted the governor in formulating state labor policy. The industrial commissioner was authorized to carry out research investigations in the area of employment and to compile and analyze statistics and facts regarding the department's activities.
