Administrative History

Julia Lockley Johnson grew up in Brooklyn. She obtained her bachelor's degree in sociology at Brooklyn College and a master's degree from New York University. She began her career as a teacher and guidance counselor at one of New York City's first alternative schools and later took on administrative roles in Mamaroneck, Southern Westchester BOCES, and the Nyack and White Plains school systems.

In the 1990s, Regent Johnson worked for the U.S. Department of Education under President Bill Clinton as deputy assistant secretary, and later as the acting assistant secretary for elementary and secondary education. From 2001-2011, she served as superintendent of Peekskill's schools and worked as interim superintendent in Mount Vernon from 2012-2014.
