Laws of 1898, Chapter 165, required every attorney and counselor admitted and licensed to practice in courts of record before September 1, 1898, to file an oath or affirmation with the clerk of Court of Appeals. After that date, attorneys and counselors newly licensed and admitted to practice in courts of record and in courts not of record in the counties of New York and Kings were required to filed the same oath or affirmation. The statute required the clerk of the Court of Appeals to compile the "official register" as a "public record."

Laws of 1899, Chapter 125, amended the law of 1898 and added a requirement that the registers be printed and copies be deposited in each county clerk's office.
